The Masterplan Outline Application, which includes proposals for all of the park, has been submitted to establish whether the development is acceptable in principle. The proposals are set out on the parameter plans and described in the Design Guidelines and Design and Access Statement.

For the purposes of the applications, the Park is divided into eight distinctive zones. The zones are based on the features and history of the Park. The zones are:

• Zone A - Anerley Hill Edge
• Zone B - Palace Terrace
• Zone C – Italian Terraces
• Zone D - Transitional Landscape
• Zone E - Central Sports Area
• Zone F – Tidal Lakes
• Zone G – Cricket Ground
• Zone H – English Landscape.

The regeneration proposals for Crystal Palace Park are comprehensive and involve works in all zones of the Park. The description of development is as follows:

"Comprehensive phased scheme for landscaping and improvement of Park comprising demolition of, and alterations to, existing buildings and structures including removal of existing hard surfaces; changes of use including part of the caravan site to public open space and museum to park rangers base; erection of new buildings and structures for various uses including museum / park maintenance facilities / community facility / information kiosk / greenhouses / retail kiosks / cafes / toilets /classroom / children’s nursery / treetop walk / student accommodation; and up to 180 residential dwellings; erection of new regional sports centre including indoor swimming pool; alterations to ground levels with new pedestrian paths / vehicular access roads / car parking / highway works / water features together with associated and ancillary works, plant and equipment."

There are a number of reasons for the outline nature of the planning application submission: primarily, it is that detailed designs and funding streams for the regeneration project are not yet certain. This application format has the benefit that the principle of the proposals and any significant environmental impacts can be considered and the applications determined, but finer details finalised (and submitted and approved) at a later date.
